The Russian Ministry of Rail has drawn up a program of rail reforms,
its new minister, Nikolai Aksenenko, told senior colleagues on
Wednesday. Railways are still facing serious financial problems. Just
37% of first quarter revenues were raised in cash. Railways in January
and February lost 300 billion rubles and 500 billion rubles respectively
because customers failed to pay for freight services.
